Chandigarh Stalking Case
Chandigarh Stalking Case is the popular title of several news reports of online and offline media that caught the attention of the people in India in the first week of August 2017[1][2][3].
Incident[edit]
The case relates to a complaint made by a lady named Varnika Kundu(29) with Chandigarh police on 5th August in which she mentions that while she was driving her car in Chandigarh at 12.15 am on 5th August, she was chased and harassed by two persons named Vikas Barala(23) and Ashish Kumar(22) in their SUV car[4].
She described her ordeal in detail in a Facebook post[5][6] that has become viral and has raised a lot of public outrage[7]. While being chased She made frantic SOS calls to the police through her mobile. According to Vernika Kundu the police reached after about 30 minutes of the chase and stalking by the two boys and they were arrested immediately. After that she went to the police station with her father, Virender Kundu, who is a senior officer from Indian Administrative Service and who is working with the government of Haryana, to lodge a formal complaint. Virender Kundu, the father of the complainant, described the incident in a Facebook post which too has become viral. He says, “If we do not persist in trying to bring the guilty to justice, more and more daughters will suffer this hurt.”[8] He calls it a 'horrendous experience' for the family[9].
The two accused, Vikash Barala and Ashish Kumar, who had been arrested on charges of stalking and wrongful restraint were soon released on bail later in the day, that is on 5th August[10] . One of them, Vikash Barala, is the son of the State Chief of Bhartiya Janata Party[11].
After the accused were released on bail there were widespread protests[12] by various student bodies and NGOs online and offline[13]. This case became a topic for discussion even in the Parliament of India on August 10 2017[14]. In view of the media scrutiny and public pressure on the case Vikash Barala and Ashish Kumar were arrested on August 9 on fresh charges of attempted kidnapping and presented before the court the next day[15].
