The Continental Rally "Schools with a Sustainable Future", also known as the Latin American and Caribbean Rally, is an international competition for public and private schools and seeks to involve children and adolescents in the process of local sustainable development as change agents in their communities[1] aimed at transforming educational institutions into models of education, science and technology for Sustainability and Disaster Risk Management, in the Americas, since 2014.

"This initiative contributes to the process of awareness-raising and education of the population and seeks to highlight the best strategies for education, action and social impact in energy efficiency, water management, production of healthy food, low carbon policies and sustainable waste management among the schools of Latin America and the Caribbean. This effort will involve the participation of children and young people in the local sustainable development processes as agents of change in their communities."[2]

In this action, schools strengthen their work by combining the efforts of different stakeholders in their community to prepare current and future generations as water, energy, food, waste, ecosystems and risks leaders.[3]

Pillars of international policy[edit]

The Continental Rally Schools with a Sustainable Future is based on the UNESCO Global Action Programme on Education for Sustainable Development, the Chapter 25th of AGENDA 21, as well as the Declaration of Santo Domingo for the Sustainable Development of the Americas 2010, which challenges the international community to involve the participation of children and adolescents in the local development. The Sendai Framework for Disaster Risk Reduction 2015 - 2030 is considered an important pathway to reduce the exposure of children and youth to the risk of disasters.[4]

After the Booklets of Hope were launched on 18 April 2012 at the XXV International Book Fair in Bogotá, being the only participation of children's literature to tackle Climate Change in the continent, the outline of a continental action inspired by Chapter 25 of Agenda 21 was designed on paper and tested in various schools through Colombia, either in rural and urban areas, as separated environmental projects.

On March 15, 2013, one of the most important leaders of the United Nations Conference on Sustainable Development Rio + 20, Liz Thompson, former Minister of the Government of Barbados, described the Rally Schools with a Sustainable Future project as “an interesting [project] and worth initiative”. Two days later, on March 17, the Executive Director of UNEP, Mr. Achim Steiner in Nairobi, had delegated Margarita Astrálaga, Regional Director for Latin America, in Panama, the mission of contacting "Vive con Esperanza" in order to learn about the international project in detail, and seek collaboration alternatives, resulting in the decision of this body to participate as the first jury and support the Rally dissemination, from the following year.[5]

On October 8, Irina Bokova, General Secretary of UNESCO in Paris, gets in touch, as she was motivated seeing the project was aligned with the objectives of the UNESCO Decade of Education for Sustainable Development, then Jorge Sequeira, Director of the Regional Office for Latin America and the Caribbean, assumed the commitment to evaluate the possibilities of collaboration between UNESCO and Vive con Esperanza Foundation, resulting in important support and collaboration, adhering as the second jury of the initiative.

On December 3, Cletus Springer, Director of the Department of Sustainable Development of the Organization of American States, shows his interest in collaborating with the initiative, consolidating his support on March 6, 2014 and joining as the third jury.

On September 1, 2014, Ricardo Mena, Regional Director for the Americas of the United Nations Office for Disaster Risk Reduction UNDRR, joins the initiative, integrating the fourth and last jury.[6]

The first Rally[edit]

With the participation of 439 schools in 2014, from countries such as Mexico, Guatemala, Honduras, Nicaragua, Colombia, Perú, Bolivia, Chile and Argentina, the Continental Rally began developing 5 challenges. Highlighting the participation of the EST 67 in CDMX, México, INETEB La Boquilla, Colombia, IE Antonia Moreno de Cáceres, Lima, Peru, and Escuela Puente Pampa, Cochabamba, Bolivia, for the committed participation of students and school communities.[7]

The second Rally[edit]

The second Rally was held in 2016, with a shift in the international strategy that directly involved government authorities in education and environment from the continent, resulting in the involvement of 5,239 schools.[8][9][10]

Officially integrated were Mrs. Sonia Mora Escalante, Minister of Public Education of Costa Rica,[11] Mr. Carlos Canjura Linares Minister of Education of El Salvador,[12] Mrs. María Mercedes Brito-Féliz Secretary General of the Dominican National Commission for Cooperation with UNESCO attached to the Ministry of Culture of the Dominican Republic,[13] Mrs. Carmen Magaly Beltrán Vargas, General Secretary of the Peruvian National Commission for Cooperation with UNESCO attached to the Ministry of Education of Peru, in coordination with Mrs. Aurora Zegarra Huapaya Director of the Office of National Defense and Disaster Risk Management ODENAGED[14] and Mr. Marcelo Mena Carrasco, Minister of the Environment of Chile.[15]

On November 4th, 2016, the conference "Innovative Educational Projects of the Continental Rally Schools with a Sustainable Future" was held in Santo Domingo, Dominican Republic, within the framework of the second National Meeting of the Network of Schools Associated with UNESCO, where a special mention was given to the 15 most outstanding schools in America from Brazil, Peru, Costa Rica, Argentina and Chile. With this act they were officially invited to the award ceremony to be held in Lima, Peru the following year.

This event took place in the Pedro Henríquez Ureña National Library, where Ms. María Mercedes Brito-Féliz, General Secretary of the Dominican National Commission for Cooperation with UNESCO, expressed decisively according to the Rallys action  “A call for attention was provoked to the teachers about the importance of innovations in education in the 21st century”.[16]

On August 28, 2017, the 2016 Continental Rally Award ceremony and the Vive con Esperanza  Award ceremony 2017-2018 were held at the Kingdom Hotel in Lima, Peru. There, Peruvian schools were also highlighted, with emphasis on the “Country Challenge: Peru”, in Disaster Risk Reduction.

Representatives of UNISDR, UNESCO Peru, OAS Peru, as well as the heads of the embassies of the Dominican Republic, El Salvador and France stood out as participants in the Continental Workshops with Peruvian and International Schools and Awards Ceremony; Virtually, representatives of the Ministry of the Environment of Chile and the Ministry of Public Education of Costa Rica were present in the International Committee Meetings.[17]

Challenges[edit]

The challenges are a group of actions to obtain scores that will help the school to go forward in the general table. Five key areas of sustainability were developed: Energy, water, waste, food, Carbon Dioxide & Ecosystems, with a fundamental axis: Disaster Risk Reduction. Livelihoods (digital entrepreneurship), community participation, the use of technologies and communication are some transversal lines.[18]

Diverse pedagogical, cultural, economic and social means converge in each challenge that empower school participation and children leadership. The following describes the main Challenges of the Continental Rally according to the document Rally for Beginners, by the Organization of American States.[4]

Water Challenge[edit]

It develops actions on the water cycle, with variables such as: collection and storage, purification, consumption, reuse, treatment, disposal, care of sources, among others.

Energy Challenge[edit]

It develops mechanisms for energy generation throughout renewable sources and efficient circuits, as well as the development of equipment and devices; efficient and responsible consumption, actions of use and school architecture.

Carbon Dioxide & Ecosystems Challenge[edit]

Aimed at reducing the carbon footprint. This assesses and develops actions in biodiversity, carbon fixation, CO2 market, with variables such as ecosystem services.

Food Challenge[edit]

Central in the fight against poverty and hunger. This develops integrated actions with variables such as: water footprint, use of sustainable production and responsible consumption of food, which includes variables such as distribution and food policies.

Waste Challenge[edit]

This is a transversal challenge. It develops recycling, recovery, reduction, reuse, source separation, efficiency and consumption reduction actions. Likewise, institutional plans and policies aimed at responsible consumption are assessed.

Disaster Risk Reduction Challenge[edit]

Transversal challenge that integrates decision-making in the involvement, organization and division of tasks on the part of the participants,  as well as the recognition of the territory, identification of dangers and vulnerabilities,  risk maps, the design of a contingency plan, with actions of preparation, response and rehabilitation.

Logo and characters[edit]

The Continental Rally is accompanied by 6 characters in different positions, each one represents the actions´ challenges.

The characters are: Ojopelao the Hummingbird (Trochilinae) who is the leader and host of the students of the participating educational institutions, representing the risk disaster management, Saggy the Tile (Passerina Cyanea) who is in charge of the Water Challenge, Omar the Canary (Serinus canaria) who leads the Energy Challenge, Carla the Parrot (Amazona auropalliata) who represents the Carbon Gas (CO2) Ecosystems Challenge, Lilo the Lorita (Amazona amazon) leader of the Food Challenge and Silvio the Little Owl (Glaucidium brasilianum ) who is the head of the Waste Challenge. The Rally participants are in charge of drawing the characters on white t-shirts, which they use to carry out each of the activities.[4]

Juries[edit]

The jury is made up of official representatives of the United Nations Educational, Scientific and Cultural UNESCO, the Organization of American States OAS​, the United Nations Office for Disaster Risk Reduction UNDRR and the United Nations Environment Programme UNEP, they are responsible for qualifying the best initiatives, prioritizing the most relevant issues for their organizations, taking into special account the impact of the school's initiatives on the local community.

Cletus Springer, Director of the Department of Sustainable Development of the OAS, as a Jury said: "As part of the jury, we are looking to highlight innovation and science and technology for sustainable development and strengthening of the local community and the leaders of tomorrow".[2]

The "Vive con Esperanza" Award[edit]

Is an international recognition for local school leadership in Education for Sustainable Development and Disaster Risk Management, from the Continental Rally.

The Award is obtained by the school with the highest score in challenges and actions, as well as points in the assessment of its school project.

Schools obtain a high national and international recognition of their leadership, integrating the International Committee, being able to advise other schools, validate challenges or direct actions of the Technical Committee and participate in publications on EDS and DRM that will allow them to share their experiences with other schools. Scholarships from Top Tier Universities in the region are also available.

In 2017, the Award Ceremony was held in the city of Lima, Peru, under the auspices of the Peruvian Ministry of Education and the Peruvian National Commission for Cooperation with UNESCO. Representatives from UNISDR, UNESCO, OAS, representatives from the embassies of the Dominican Republic, Chile, Costa Rica and France. The Adriana Hoffmann Environmental Training Academy was recognized as the best National Environmental Practice, which belongs to the Ministry of the Environment of Chile.[19]

The Ministry of Education of Peru was also recognized for having the best Commitment and The Larges Participation of Schools, with 5,203 enrolled schools.

International Committee[edit]

International Committee of Schools 2017-2018

It is a body of different international, governmental and non-governmental institutions with the highest commitment to Education for Sustainable Development and Disaster Risk Reduction in the Americas. The International Committee seeks to transform schools into active agents in the transition process of their communities towards more sustainable and resilient development models, incorporating them into the Continental Rally.

The Committee has been led by top personalities. Sonia Mora Escalante, Ministry of Public Education of Costa Rica, was its president in the 2017-2018 period.[20] The Ministry of Education of El Salvador, the Dominican National Commission for Cooperation with UNESCO attached to the Ministry of Culture of the Dominican Republic, the Peruvian National Commission for Cooperation with UNESCO attached to the Ministry of Education of Peru and the Ministry of Environment of Chile, have been part of this body as Observer.
