Emil Lemnaru was mayor of the city of Oneşti, Bacău County, Romania, from 1996 to 2012. He won the 2008 election with 9289 votes (54.64%). [1] In 2009, human rights organizations protested his blocking the launch of a book called Biometric Dictatorship, which warned against the dangers of data storage on chips.[2]
