The Free Nations of Russia Forum (FNRF or FSNR; Russian: Форум свободных народов России, romanized: Forum svobodnykh narodov Rossii) is a foreign conference of members of the Russian opposition, national and regionalist movements of the Russian Federation in exile. The forum sets itself the task of discussing the ways of structural changes in Russian society and the political transformation of Russia.

Unlike the Free Russia Forum, where on December 2 and 3, 2021 in Vilnius, one of the discussions was devoted to issues of federalism (journalist Harun Sidorov, opening the discussion, noted that this was the first attempt at a constructive dialogue between representatives of national movements and Russian nationalists), on Free Nations of Russia Forum, this topic has become central and dominant.[1]

1st Forum[edit]

The first forum was scheduled for Victory in Europe Day and was held on May 8-9, 2022 in Warsaw with the support of the Polish Fundacja Solidarności Dziennikarskiej (Journalists' Solidarity Foundation).[2][3] The forum consisted of four discussion panels: de-imperialization, demilitarization, de-Putinization and the economic future of Russia. The conference was attended by activists of the Russian opposition who emigrated from Russia, as well as politicians and experts from Poland, Ukraine, Lithuania, Belarus and the United States: former State Duma deputy Ilya Ponomarev, Dzhambulat Suleymanov (Ichkeria), brothers Rafis and Nafis Kashapovs (Free Idel-Ural), Pavel Sulyandziga (International Committee of Indigenous Peoples of Russia), Anatoly Polyakov, Konstantin Eremenko, Vadim Petrov (Baltic Republican Party), Ruslan Gabbasov (Bashkir National Political Center), Evgeny Mitrofanov (Siberia), former Minister of Foreign Affairs of Ukraine Pavlo Klimkin, Acting US Secretary of Defense in 2020-2021 General Christopher C. Miller, MEP and ex-Foreign Minister of Poland Anna Fotyga, Pavel Latushko, Taras Stetskiv, Chairman of the Lithuanian Institute of Russian Regions Andrius Almanis. As well as journalists: Krzysztof Sworofsky, Maria Przelomec, Mariusz Pilis, Mariusz Marszewski.[2]

2nd Forum[edit]

The second forum was held on July 22-24, 2022 in Prague (Czech Republic) with the support of the Lithuanian Institute of Russian Regions. It adopted a declaration on the decolonization of Russia, in which the Russian Federation was recognized as a terrorist state. It was signed by: Akhmed Zakayev, Nafis Kashapov, Zurtan Khaltarov, Vadim Shtepa, Inna Kurochkina, Pavel Mezerin (Free Ingria).[4] The forum also published maps of the possible collapse of the Russian Federation, on which such states as Smolend and the United States of Siberia appear.[5]

The forum was also attended by: Yaroslav Romanchuk, Mariusz Pilis, Deni Teps, Andrius Almanis, Erenzen Dolyaev (Congress of the Oirat-Kalmyk People).

Criticism[edit]

Political scientist Alexander Kynev said that the "little-known [separatist or confederalist] participants of the Forum, who have little understanding of the mood inside the country, presented a gift to Russian propaganda, which already periodically repeats that the enemies of Russia want to split and destroy it."[5]

On the website of "SVTV", the publication of the politician Mikhail Svetov, there was a message about "state security agents who gathered ... a forum to remind you that if not Putin, then a civil war" and "painted a contour map without really thinking about the meaning of the proposed reforms".[6]
