International Conference on Research Infrastructures (ICRI) is a biennial event that brings together policy experts, facility managers, leading researchers and a variety of other stakeholders to discuss challenges and emerging trends for research infrastructures around the world and the international cooperation.[1] It was established in 2012, following the tradition of the European Conference on Research Infrastructures.[2] It is organised by the European Commission, and the host country and event hosting have rotated between the European and non-European countries.

Objective[edit]

Research infrastructures are often operated by international consortia and are in high demand by researchers from numerous countries. As they represent key enablers in all research areas, it is important to ensure the necessary expenditures for them. This is not easy as operation, governance, funding, and international cooperation can be complex.[3][4] Therefore ICRI brings together policy experts, facility managers and researchers, as well as a variety of stakeholders, to discuss these challenges. The aim is to provide an international forum to discuss the development of internationally important research infrastructures and identify best practices. ICRI also facilitate and promote cooperation between European research infrastructures and their counterparts in other parts of the world.[1]

ICRI´s precursor, the European Conference on Research Infrastructures (ECRI), was held for the first time in Strasbourg, France, in 2000. It brought forward a proposal to create a permanent advisory body to the European Commission specialising in scientific infrastructure, that in 2002 would become the European Strategy Forum on Research Infrastructures (ESFRI).[5]. The ECRI would take on a biannual tradition, and in 2012 it changed its name to the International Conference on Research Infrastructures.

The first ICRI took place in Copenhagen, Denmark, on 21 – 23 March 2012, under the auspices of the Danish Presidency of the European Council. It was the seventh major conference on research infrastructures organised by the European Commission.[6] The next ICRI was held in Athens, Greece, again, under the auspices of the country´s European Council presidency.[7] In 2016, for the first time, ICRI was hosted outside the European continent (Cape Town, South Africa) and attracted a diverse global audience from developed and developing countries.[8] In 2018, the ICRI was once again linked to the host country´s Presidency of the European Council, and it took place in Vienna, Austria.[9] The 2020 canadian edition was postponed to 2021 due to the COVID-19 pandemic and was held online only. The pandemic was also a unifying theme of the conference, as it demonstrated the importance of research infrastructures and the value of open science in enabling scientists to respond quickly to new threats.[1] It was the first time the ICRI took place in North America.[10] ICRI 2022 will be hosted by the Czech Presidency of the European Council in Brno on 19 – 21 October, organised by the Masaryk University. Though the participation in the conference is historically invitation-only, for the first time, it will be held in the hybrid regime as an onsite and online event, and it will offer the citizen programme to engage more with the broader public.[11] The unifying theme of this edition will be the grand societal challenges.[12] Since research infrastructures are high on the Czech Presidency‘s agenda, ICRI 2022 will present the „Brno Declaration“ calling for the establishment of „a global research infrastructure ecosystem“ that takes into account the broader political priorities of the EU in the world[13], hence emphasising the importance of the conference itself.
