Kul Bhushan Yadav (also spelled Kulbhushan Yadav or Kulbushan Jadev aka Hussain Mubarak Patel[2][3]) is a former Indian Navy officer arrested in Balochistan, Pakistan over spying for Research and Analysis Wing intelligence agency.[4] He is believed to be an in-service commander-ranked officer in Indian Navy. India recognizes him as an Indian national but maintains he retired prematurely.[5][6] Yadev joined the Indian National Defence Academy in 1987 and was commissioned in the engineering branch in 1991.[7]

Pakistan claimed that Yadav entered Pakistan illegally via Iran, and was involved in subversive activities in Balochistan and Karachi.[8][9] However, Indian MEA said that though Yadav was an Indian Navy officer who retired prematurely, but he has no link with the government.[8][10] The Indian High Commission has also sought consular access to Yadav.

According to Balochistan Home Minister Sarfraz Bugti, Kul Yadav Bhoshan, a commander-ranked officer in Indian Navy was working for RAW and was in contact with Baloch separatists and terrorists fueling sectarian violence in Pakistan and Balochistan.[9] He also told the media that the Indian spy was involved in financially supporting terrorists and also confessed to his involvement in Karachi unrest.[9] Interrogation of the arrested Indian intelligence operative Kulbhushan Yadav revealed he had been imparting Naval fighting training to Baloch separatists in an attempt to target Pakistani ports of Gwadar and Karachi.[11]

According to Pakistan, Yadav during interrogation gave details about his funding and plans to destabilize Karachi and Balochistan.[12] Yadav also told investigators about the presence of more operatives present in the southern metropolis.[12] Pakistan in the past have been voicing concerns over India's involvement in terrorist activities inside Pakistan[10] but this is the first instance of New Delhi acknowledging the arrest across the border of an individual associated with its armed forces.[8]

According to Pakistani officials, Yadav entered Chahbahar, Iran with a visa stamped on a fake passport numbered L9630722, in 2003 where he got a new identity: Hussain Mubarak Patel, born in August 30, 1968, from Mahrashtra, India.[2]  From Iran he came to Balochistan. Officials claim that his job was to destabilize Pakistan by strengthening a separatist movement in Balochistan and Karachi - a mission which officially began in 2013.[2] According to Pakistani media, during interrogation Yadav revealed that at Wad, Balochistan, he was in contact with Haji Baloch, who provided financial and logistic support to Baloch separatists and the IS network in Karachi.[2][3]  He also said that the masterminds of the Safoora Bus Attack, where gunmen shot dead 45 Ismaili passengers, were also in contact with Baloch.[3] Yadav added that he had met Baloch several times, sometimes for planning sectarian violence in Karachi and the rest of Sindh.[2][3]
