The Miramar City Commission is the governing body of the city of Miramar, Florida, United States, located in Broward County. Operating under a council–manager government system, the Commission is responsible for setting city policy, enacting ordinances and resolutions, adopting the municipal budget, and appointing a city manager to oversee day-to-day administration.

Composition

The Commission consists of a Mayor and four Commissioners, all elected on a nonpartisan, at-large basis to staggered four-year terms. The Mayor presides over Commission meetings and serves as the city's chief elected official, while a Vice Mayor is chosen from among the Commissioners.

As of 2026, the members of the Commission are:

Seat Member Title First elected
— Wayne Messam Mayor 2015 (Commission: 2011)
— Carson "Eddy" Edwards Vice Mayor 2025
Seat 1 Maxwell B. Chambers Commissioner 2015
Seat 2 Yvette Colbourne Commissioner 2013
Seat 3 Avril Cherasard Commissioner 2025

Seat 3 was previously held by Alexandra P. Davis, who left the Commission in 2024 after her election to the Broward County Commission representing District 7.

Powers and responsibilities

Under the city's charter, the Commission:

  • Adopts city ordinances and resolutions
  • Approves the annual municipal budget
  • Sets citywide policy and long-range planning priorities
  • Appoints and oversees the city manager, who serves as the administrative head of city government
  • Appoints members to various citizen advisory boards and committees

Meetings

Regular Commission meetings are held at Miramar City Hall, located at 2300 Civic Center Place. Meetings are open to the public under Florida's Sunshine Law, and agendas, minutes, and video streams are published through the City Clerk's office.

Elections

Commission seats are filled through nonpartisan municipal elections held in March of odd-numbered years, with seats staggered so that not all positions are contested in the same cycle. Recent elections have been closely covered by local outlets such as Florida Politics and the South Florida Sun-Sentinel.
