Stan Sayer is an American police officer and the current Assistant Chief of Police[1][2][3] at the Hartwell Police Department in Hartwell, GA. He is most famous for being involved in the Poulan Police Scandal by joining other officers in writing false statements against one of the reporting officers of the scandal who, at the time, was working at Hartwell Police[4][5][6][7]. Like many of the corrupt officials and officers who were involved in the scandal, no investigation into his actions has ever taken place[8].
Early Life
Almost nothing is known about Sayers' early life. There are public Facebook posts purporting him to a veteran[9] but there is no corroborating documentation to prove his supposed military service.
Career
Sayer's career has been quiet until his involvement in the Poulan Police Scandal. According to numerous public Google review posts by citizens and residents of Hartwell, he is believed to be the actual Police Chief. He has never publicly corrected this discrepancy. During his time at Hartwell Police Department, he followed instructions from Douglas Dowdy, a GA POST Investigator, to assist in fabricating portions of investigative notes[10][11][12][4][6][7]. By his own volition and initiative[4][5][6][7][8], Sayer admits in emails to following these instructions from Dowdy, and ordering a subordinate (Paul Agnew) to fabricate events that never occurred[4][7].
These fabricated reports were in reference to an officer employed at Hartwell Police who had previously worked at Poulan Police who had reported the Poulan Police Chief (Larry Whisenant) and Assistant Chief (Frank Walker) for illicit criminal activities[4][5][6][7][8][10][12][11]. Sayer, along with Agnew, created events that never occurred and used emails that were dated after the reporting officer had left employment with Hartwell Police. This was done under explicit instruction from Douglas Dowdy[4][5][6][7][8][10][12][11]. One of the claims that Sayer perpetuated from Agnew is the publicly published belief that an officer at Hartwell Police was secretly employed by the Central Intelligence Agency to spy on the Hartwell Police Department[4][5][6][7][8][10][12][11]. Sayer also perpetuated that multiple officers had been alone with Agnew's daughter and spouse[4][5][6][7][8][10][12][11]. These statements were recorded in emails and audio, along with the knowledge that they were false and fabricated, and leaked in a data dump in late 2024[4][5][6][7][8][10][12][11] by a podcaster conducting an interview with one of the reporting officers of the Poulan Police Scandal, John Masters.
