Davidson Oturu is a Nigerian lawyer, venture capitalist and author known for his work in technology law, innovation policy, and strategic investment across Africa.[1][2][3] He is a general partner at Nubia Capital and played a key legal role in the development of the Nigeria Startup Act. He is also the author of the first fintech law textbook in Nigeria and a published scholar in intellectual property, with articles in Springer, Nature Medicine and PLOS.

Early life and education

Oturu was born in Lagos State, Nigeria, to Dr. and Dr. (Mrs.) Mark Oturu. He attended King's College Lagos and obtained his Senior School Certificate in 1996. He earned his Bachelors of Law (LLB) degree University of Ibadan, Oyo State and completed his professional legal training at the Nigerian Law School where he obtained the Barrister at Law (BL) qualification. He later received a Master of Laws (LL.M) in International business Law from the University of Cumbria and a Master of Business Administration⁣⁣ (MBA) from Queen Mary University of London.[4]

Career

Oturu began his legal career as an associate at Matrix Solicitors. He later became a partner at ǼLEX, a Nigerian law firm with offices in Nigeria and Ghana, where he led the ⁣⁣intellectual property, startups, ⁣⁣innovation⁣⁣, and technology practice group.[5]

In 2018, he was appointed by the Securities and Exchange Commission (Nigeria)[6] to a Fintech Roadmap Committee chaired by Ade Bajomo, which was tasked with creating a framework for the integration of Financial technology (Fintech) in Nigeria's Capital market.[7] The committee's report, finalised in August 2019[8]  guided the Securities and Exchange Commission (Nigeria) in issuing regulations for cryptocurrency, digital assets, crowdfunding and other emerging Fintech securities in Nigeria's capital market.[9][10]

In 2021, Oturu was appointed to lead the legal team responsible for drafting the Nigeria Startup Act, under the administration of Muhammadu Buhari's.[11][12] The Act was signed into law in 2022, and he was subsequently named to the National Council for Digital Innovation and Entrepreneurship to support its implementation.[13]

In 2023, he joined Nubia Capital,[14] a venture capital firm, as a general partner.[15] In this role, he oversees strategic investments in tech startups in Africa.

Publications and media

In November 2024, Oturu authored Fintech Law and Practice in Nigeria, recognized as the first comprehensive legal textbook on fintech regulation in the country.[16][17][18] The book was launched at the University of Aberdeen a roundtable event featuring legal scholars, fintech entrepreneurs, and regulators.[19]

Oturu is also a published scholar in the field of intellectual property and global health. During the COVID-19 pandemic, he co-authored academic articles on patent licensing, technology transfer, and equitable access to medical technologies. His works have been featured in peer-reviewed journals such as Nature Medicine[20] and PLOS.[21]

He has also been featured in media interviews and commentary by outlets including with NBC News,[22] Yahoo News,[23] BusinessDay (Nigeria) and the American Bar Association's International Section.[24]

Philanthropy

In 2022, Oturu established the Davidson Oturu Law School Scholarship Foundation, which offers financial support to academically qualified but economically disadvantaged students pursuing legal education at the Nigerian Law School.[25][26]
