Hennadiy Gufman (Ukrainian: Геннадій Леонідович Гуфман; born 28 August 1970, Dnipropetrovsk) is a Ukrainian businessman, politician and social activist, as well as the First Deputy Chairman of the Dnipropetrovsk Oblast Council from 2020 to 2022.[1][2]

Since March 2022 the head of the Regional Deputy Association “For Ukraine! For Dnipropetrovshchyna!”. He is the initiator of the program “Social Reconstruction”, aimed at the support and development of socially useful activity of residents of Dnipro and the Dnipropetrovsk Oblast.[3]

Hennadiy Gufman is a Deputy of the Dnipropetrovsk Oblast Council of V, VI, VII and VIII convocations (from 2006 to present).

Early life[edit]

He was born on August 28, 1970, in Dnipropetrovsk (now Dnipro).[4] Almost all the milestones of his biography are connected with his native city and region.

He graduated from the Dnipro University of Technology (now Dnipro Polytechnic) with a degree in Economics of Enterprises.[4] He is a Candidate of Law. Specialty: Theory and history of state and law; history of political and legal doctrines.

Political career[edit]

Hennadiy Gufman is a Deputy of the Dnipropetrovsk Oblast Council of V, VI, VII and VIII convocations (from 2006 to the present).

He is the organizer of the election campaign of the party Opposition Platform — For Life in the 2020 Ukrainian local elections.[5][6] Regional party organization, which was headed by Gufman, went into the elections with a simple and clear idea — politics should bring benefits to people. This allowed, despite active opposition from radical elements, to gain significant support from voters: 22.5% in the elections to the Dnipropetrovsk Oblast Council and 20.31% in the Dnipro City Council. This was significantly higher than the result shown by the Opposition Platform — For Life in the parliamentary elections a year earlier - 13.05%.[7][8]

Hennadiy Guzman categorically rejects all far-fetched accusations against the Opposition Platform — For Life party. In his opinion, the party has always stood on the most pro-Ukrainian positions, since it has never divided citizens into "right" and "wrong".

On December 16, 2020, he was elected First Deputy Chairman of the Dnipropetrovsk Oblast Council. On November 14, 2022, he resigned due to his inability to properly perform his duties.[9][10]

Social activity[edit]

Since 2016, at the initiative of Hennadiy Gufman in Dnipro, and later in the Dnipropetrovsk Oblast as a whole, the implementation of a number of social projects began. Active and purposeful work led to the emergence of the program “Social Reconstruction”.[3][11] The essence of the program is to stimulate socially useful interaction of citizens on the basis of social inclusion approaches. Within the framework of the program, more than 30 projects were implemented, in which more than 700 thousand residents of Dnipro and the region took part.[3] The experience of implementing the program “Social Reconstruction” was summarized in the book of Hennadiy Gufman “The way of good changes”, which was published in 2020.

He is the initiator of the project “Dyakuemo za zhyttya”,[12] dedicated to the commemoration of the World War II, in particular, to the liberation of Dnipropetrovsk Oblast from Nazi invaders. As part of the initiative, on Victory Day there are held auto rallies “Dyakuemo za peremohu! Dyakuemo za zhyttya!”. In 2021, the rally was held in 13 cities of Dnipropetrovsk Oblast, which was attended by 392 crews of cars. Also in 2021, Hennadiy Gufman initiated the Marathon “In Memory of 1941-1945”, within the framework of which more than 250 memorial places were cleaned up and more than 200 monuments were repaired and renovated.[13]

Gufman's other projects include an environmental campaign “For the Life of Ukraine's Rivers”, a charity event for pensioners “Look into the Future”, a children's creative project “Life in the Eye of the Child”, a civil patrol project “Bezpechne zhyttya”, a greening movement “Plant a Family Tree” and others.

He is a member of the Board of Directors of the Confederation of Builders of Ukraine — an organization that includes more than 700 construction companies and specialized associations. He heads the Dnipropetrovsk Office of the Confederation of Builders of Ukraine.

He is the Head of the Dnipropetrovsk Division of the Ukrainian Federation of Pupil Sports.

Recognition[edit]

In 2019, New Voice magazine included Gufman in the rating of the most influential people of Dnipro.[14]
