Jacques Kemp (born 1949) is a Dutch businessman. Kemp started his career with ING in 1974, serving in several executive positions in the firm since. Kemp graduated from the Higher Economic School in Rotterdam and holds an MBA degree from University of Chicago.

Work history at ING[edit]

Kemp was involved in setting up the Los Angeles office in 1982, and from 1984 to 1990 he was the General Manager in Brazil. He moved to the ING Head Office in Amsterdam as General Manager of ING Bank International to establish the Central & Eastern European network. After the purchase of Barings Bank in 1995, Kemp became a member of the Executive Committee. From 1999 to 2001 he was Global Head of E-Business, and responsible for ING’s strategy on web-based financial services worldwide. From 2002 to 2008 he served as CEO of ING Asia/Pacific Ltd.[1] He is presently active as entrepreneurial investor and coach for start ups, as guest lecturer at universities about Management of Management; co-authored the book Management Frameworks (Routlegde, 2013) and has various board and advisory councils, such as University of Chicago/Booth, China Development Bank.

Contributions to ING Group[edit]

In the late 1990s, Kemp was involved in the start-up of ING Direct. Under his leadership ING acquired major stakes in banks such as Bank Slaski, Poland, Bank of Beijing, China and PayPal.

While the Brazilian branch was headed by Kemp from 1984 to 1990, a famous transaction was organized around the soccer player Romario da Souza Faria, whose price was set at US $4 million. PSV Eindhoven, only willing to pay US $3 million, hired ING who worked on buying debt in the open market of US $3 million with a face value of US $4 million. They turned the debt over to the Brazilian government who cleared the books with US$4 million and Romario was swapped.

Kemp has developed a management model, Towards Performance Excellence (TPE), which is widely used in the ING organization.[2]

On 10 March 2006, the Dutch Business Association of Hong Kong bestowed the title of “Business Person of the Year” on Kemp, for his work as CEO of ING Asia/Pacific Ltd.
