The Samaritan Women - Institute for Shelter Care (also referred to as TSW), is a national faith based nonprofit located in Baltimore who is is growing the national landscape of shelter care for human trafficking victims through shelter planting and equipping. TSW's vision is "that any survivor, anywhere in the nation, would have access to qualified, compassionate care."

2007 - Jeanne Allert first founded The Samaritan Women in 2007 with the purchase of twenty-three acres in Baltimore, Maryland and started its renovations.
2009 - TSW began to raise anti-trafficking awareness under the Maryland Rescue and Restore Coalition[1].
2011 - Residential facility officially opens and offers up to 14 beds for women survivors. TSW's shelter program focused on "therapeutic care, self-care, relational and life skills, spiritual formation, academic achievement, and vocational training"[2].
2015 - Opened a second facility for an Assessment Program with a capacity of 6 beds.
2016 - Opened a third facility to incorporate a Graduate Program for women who have completed the program to transition out by providing them a place to stay for two more years while they continue their education and employment.
- TSW hosted a national conference for residential service providers that supported victims of domestic sex trafficking.
- TSW published a national report based on their residential programs funding survey.
2017 - Published the first National Practices Survey Report based on the responses of fifty-eight nonprofits/organizations across the United States.
2018 - Started a baking enterprise that employed 60% of the shelter's residents, hosted over 5,400 volunteer hours, and trained 3,560 community members on human trafficking awareness.
- Mentored six start-up shelter programs
- Launched the Alliance Referral System (ARS) to expedite placement of trafficking survivors to any qualified program in the country[3]
2019 - Ended its residential program to focus more on its Shelter Mentorship Program for both new and existing shelters to increase their chances of being a long term facility.
