Its history can be traced to the Security Brigade of Binhai Military District, activated in April 1946.

The division was a part of the 22nd Corps. It took part in several major battles during the Chinese Civil War, including the Lunan Campaign, the Laiwu Campaign, the Menglianggu Campaign, the Kaifeng Campaign, Luoyang Campaign, the Huaihai Campaign and the Yantze Campaign.

  • The 198th Regiment was converted into the 36th Aviation Regiment;
  • The 196th Regiment detached from the division to form the 10th Aviation Division.
