Juan Ricardo Noero Arango[1] ( Cartagena de Indias , August 10, 1951 ) is a politician and engineer, current president of Pacific Infrastructure Inc. - Puerto Bahía SA . since August 7, 2010. After working as an engineer, he entered the politics and was elected as Vice Minister of Transportation during the government of Álvaro Uribe . in the period between 2002 and 2006 , during his tere he was responsible for the implementation of the national program of Massive Transports ( Transmilenios ) in the 7 major cities of Colombia with investments in excess of US $ 2,300 million.

Juan Ricardo Noero Arango , served as president of Ultraservicios Fiduciarios SA - Fidultra SA ; between the 1993 and 1998 periods, in the newly established fiduciary company , it formed a plant with more than 75 employees and achieved important returns for its shareholders; among other achievements, created the Investment Banking Unit.

In the period between 1998 and 2002 , Noero served as Director of Engineering Projects for Noarco SA, as director, managing public and private investment of national and multinational companies in infrastructure projects in Colombia.

Juan Ricardo Noero has structured projects and advised large companies in the infrastructure sector such as Rio Tinto , Puerto de Barranquilla, Pacific Rubiales, Cartagena Airport , among others.

Juan Ricardo Noero was Vice Minister of Transportation during the government of Álvaro Uribe in the period between 2002 and 2006 , during his position he was responsible for the implementation of the national program of Massive Transports ( Transmilenios ) in the 7 major cities of Colombia with superior investments to the $ 2,300 million US dollars .

The TransMilenio is highlighted in the region as an efficient transportation system with the advantage of having its own lane, being faster and more effective in transportation over long distances, less polluting, more accessible to pedestrian bridges, sidewalk stations, and, recuperator of environments urban.
