Mr. Fergus Duncan, also known as The Small Controller, is the controller of the Arlesdale Railway in The Railway Series children's books by the Rev. W. Awdry. His nickname refers to the fact that his railway is sometimes called "The Small Railway", although he is taller than The Fat Controller and The Thin Controller. He also appears in the TV series Thomas & Friends.
The Small Controller first appeared in The Railway Series book, Small Railway Engines. He made his first appearance in the TV series in the Season 20 episode, Tit for Tat, where he is voiced in both UK and US dubs by Rob Rackstraw, best known for voicing characters in other children's TV shows such as Bob the Builder. He also appeared in the episodes, Mike's Whistle and Useful Railway.
